Florida has no state income tax, so there's no state withholding on your employees' checks. Florida does charge reemployment tax. A new employer starts at 2.7% on the first $7,000 of each employee's wages each year, and the rate moves with your claims history after that. Reports are due quarterly, even in a quarter with no payroll.
Unpaid 941 deposits are the IRS debt that becomes personal fastest. The trust fund recovery penalty lets the IRS collect the withheld taxes personally from anyone responsible for paying them who willfully didn't, which usually means the owners. Stop the bleeding first: current deposits made on time, then a plan for the balance.

Only if you have employees or your LLC has elected S corp status. A single-member LLC taxed as a sole proprietorship doesn't put the owner on payroll.
No. Contractors aren't run through payroll. We collect their W-9s, track what you pay them, and file their 1099-NEC forms.
